MEASURES OF THE EMPLOYMENT ORIENTATION NETWORK: PERSONAL INTEGRATION ITINERARIES AND ORIENTATION PROGRAMMES AND SUPPORT FOR THE INTEGRATION OF THE MOST HIGHLY VULNERABLE GROUPS

2010 Invitation for award applications

By means of this award announcement, the Servei d'Ocupació de Catalunya (SOC) promotes the award of subsidies for the measures of the Employment Orientation Network.

The measures subject to subsidy include:

• Line A - Personal integration itineraries: measures featuring information, orientation and other procedures that promote improvements to the position in the labour market of those people who seek to work for someone else and/or featuring information, orientation, incentives, advice or other procedures that facilitate the detection of and stimulus to self-employed initiatives among jobseekers.
• Line B - Programmes of orientation and support for the integration of more highly vulnerable groups: integrated measures that involve the development of personalised itineraries based on occupational orientation, improvement in personal and professional skills and techniques to increase the employability of vulnerable people with consideration for their characteristics and needs. They also include the promotion of business research measures, and tasks of support and follow-up of employment integration.

Beneficiaries

• Line A - Personal integration itineraries: not-for-profit public or private institutions with their own legal status, except for local institutions, their independent bodies and dependent or associate institutions.
• Line B - Programmes of orientation and support for the integration of more highly vulnerable groups: not-for-profit public or privates institutions with their own legal status with proven experience in the performance of measures addressed to accompanying unemployed jobseekers from the collective at which the programme is aimed in integration processes geared to working for themselves of for someone else.

Addressees

• Line A - Personal integration itineraries: unemployed jobseekers who are registered with the Servei d'Ocupació de Catalunya.
• Line B - Programmes of orientation and support for the integration of more highly vulnerable groups: unemployed jobseekers, preferably receivers of benefits from the collectives designated as priority in the annual definition of the National Plan for Employment Action, such as the disabled, immigrants, women with employment integration problems, young people at risk of exclusion, working people at risk of social exclusion and receivers of benefits for employment or for ongoing income for placement and for minimum integration income.

Financing

• Line A - Personal integration itineraries: 4,687,160 euros.
• Line B - Programmes of orientation and support for the integration of more highly vulnerable groups: 9,800,000 euros.

Term and performance of measures

• Line A - Personal integration itineraries: The maximum term for the performance of measures is nine months, from 1 April 2010 to 31 December 2010, once the Catalonia Occupation Service has verified that the institution has submitted correctly the documentation detailed in article 51 in the fifteen calendar days prior to the start of the measures.
• Line B - Programmes of orientation and support for the integration of more highly vulnerable groups: the subsidy period could be from 1 January 2010 to 31 December 2010. The measures must start within the budget year for which the award was made and, in all events, within a maximum period of two months starting from notification of the award, and must terminate, at the latest, on 31 December 2010. The professionalising training measures may only be undertaken from the moment when the institution has received the respective notice of award.

Regulation

• Resolution TRE/2529/2010, of 23 of July, for the that the budget items for the grantings of the subsidies for the accomplishment of personal itineraries of insertion and for the accomplishment of programs of orientation and support to the insertion of groups are modified in situation of bigger vulnerability for 2010.
• Order TRE/560/2009, of 22 December, approving the regulations for the performance of measures of the Employment Orientation Network and announcing the 2010 invitation for award applications for grants and subsidies for personal integration itineraries and programmes of orientation and support for the integration of highly vulnerable collectives.
