From the 1st October 2009, the Generalitat de Catalunya is the executive authority in awarding first work permits for extra-community foreigners, for those actually working within the territory of Catalonia. The other authorisations relating to foreigners resident in Catalonia are still the responsibility of the the General Administration of the State.
This transferred responsibility affects the first work permits for both salaried and self-employed work, the modifications in the first work permits and to the collective management of recruitments in origin of foreign workers.
It is a responsibility that is undertaken in coordination with that that corresponds to the General Administration of the State in questions of entry and residence of foreigners. The Generalitat has designed a joint procedure between the two administrations to resolve the awarding of residence and work permits, characterised by beginning with a single application by the person interested and finalised with a joint resolution signed by the two administrations.
To process the applications, the Generalitat de Catalunya has established 23 procedures according to the diverse casuistry of the situations of foreigners, of the types of permit and/or modification.
